According to the HSE, a confined space can be any enclosed space where there is a risk of death or serious injury from hazardous substances or dangerous conditions, such as lack of oxygen. Some are easy to identify, such as storage tanks, silos, reaction vessels, enclosed drains and sewers, with limited access. But others that are less obvious can be equally dangerous, such as open topped chambers, vats, combustion chambers, inside machines or ovens, ductwork or poorly or unventilated rooms. Some spaces may become confined when work is carried out in construction, fabrication or modification.

The cleaning of inaccessible and hard to reach confined spaces is a challenge. Every year in the UK, people are killed or seriously injured in confined spaces. These are often people working in the space or those who try to rescue them without the proper training or equipment. Once thorough risk assessments have taken place, cleaning or entry into a confined space requires that any entrant and ‘top man’ must be confined space trained. The top man remains outside of the risk area and is available to summon help if necessary and activate a rescue if required and safe to do so.
